Why is printing of the export declaration not possible/deactivated?
Printing of the export declaration is only possible if the shipment was actually loaded, marked by automatic or manual setting of the date of departure (ATS: Actual Time of Shipment).
You need to set the ATS in the shipment first, then printing will be enabled.
The only exception to that rule are simple shipments - type road, where it works even without ATS.
