How can I submit a Portbase MID message from Scope?

In this article we outline the different methods available for submitting a Portbase MID message in Scope, ensuring seamless integration with customs and logistics processes.

Portbase MID message

A Portbase MID message is a notification in the Portbase system concerning a Movement Reference Number (MRN) for an Import Document (MID). Portbase serves as the digital platform for Dutch ports, facilitating the efficient exchange of logistics and customs information.

How to Submit a Portbase MID message

There are two standard methods for submitting a Portbase MID message. Additionally, NL Customs users have the option to send the report directly from their customs declaration.

1. Submitting via the Sea Import File in Scope

  • Open the Sea Import File in Scope.
  • Click on "New Import Document Notification (M2400)".
  • Select the relevant declaration for which the Portbase MID message applies.
  • Enter the terminal where the container is located.
  • Click "Send" to submit the message.



2. Submitting via the Scope Menu: "Seafreight" > Portbase

  • In the Scope menu, navigate to "Seafreight" > "Portbase".
  • Click "New" > Select "MID Procedure (M2400)"
  • Fill in all required fields.
  • Click "Send" in the top bar to submit the report.


3. For NL Customs users only!

Submitting in an NCTS5/DVA Declaration or DMS Declaration

  • Open the NCTS5/DVA (Customs Simplified Declaration) or DMS (Douane Management System) declaration.
  • In a DMS declaration:
    • Go to the "Shipment" tab, then navigate to the "Transport" tab.
    • Complete all required details.
    • Ensure the option "Send Automatically" is selected.
When the DMS  declaration is submitted, the Portbase MID message will be sent automatically.
